The Indiana Community Action Poverty Institute plays a crucial role in researching and advocating for policies that support Hoosier families in achieving and sustaining financial stability. 


The Institute, a program of the Indiana Community Action Association, is deeply committed to ensuring that every Hoosier has access to the resources and opportunities necessary for financial well-being. By promoting financial stability, the Institute believes that individuals are better positioned to reach their full potential and contribute positively to their communities.


Recognizing that economic disparities do not exist in a vacuum, the Institute acknowledges the long-standing impact of discrimination based on race, gender, ability, and other social identities. These historical and ongoing inequities have created significant financial challenges for many Hoosier families, making it essential to address them through thoughtful and inclusive policy initiatives. The Institute is dedicated to championing policies that address and dismantle these structural inequities, which stand in the way of financial security for many.


Policy, according to the Institute, is a powerful tool for achieving equitable outcomes. By shaping policies that reflect the lived experiences of Hoosiers, the Institute aims to pave the way toward an Indiana where financial well-being is attainable for everyone. To this end, the Institute gathers and disseminates stories, statistics, and research studies that shed light on the realities Hoosiers face. This research-driven approach not only highlights the challenges encountered by residents but also brings to light potential solutions and areas for improvement.


The Institute promotes evidence-based solutions, building coalitions and facilitating open conversations with policymakers and the public alike. By engaging in direct and strategic dialogue, the Institute fosters a collaborative environment aimed at advancing meaningful change that uplifts Hoosier communities.


Beyond its research and advocacy work, the Indiana Community Action Association oversees a network of 22 Community Action Agencies across the state. These agencies collectively provide over 70 programs and services that address poverty and contribute to community improvement. Through this expansive network, the Association and the Institute work together to create a stronger, more equitable Indiana for all. 

Our vision is unwavering: we strive for an Indiana where all Hoosiers can achieve and maintain financial well-being. Over the past 18 months, we have surveyed over 8,500 Hoosiers from communities across Indiana and have engaged individuals from various walks of life in focus groups and interviews about the barriers to economic security and opportunity. 

These conversations have provided clear and compelling direction to our advocacy: our 2025 agenda responds directly to the expressed needs and dreams of our Hoosier neighbors.

Across Indiana, Hoosiers are making clear what they need to thrive:

-Foundations like safe, stable housing and child care,

-Good jobs that provide financial stability and time to care,

-Support programs to catch those who are struggling to make ends meet,

-An end to the financial drains like medical debt and predatory loans that make financial security impossible to achieve,

-And a fair tax code to promote equity and uplift Hoosier households.
