EU’s Careful Tread on Peace Plan

European leaders are treading carefully when it comes to President Trump’s peace plan for Ukraine and Russia. They’re all for stopping the war but insist that Ukraine’s voice and sovereignty take center stage. German Chancellor Friedrich Merz and French President Emmanuel Macron are vocal about Ukraine controlling its own territorial decisions, advocating for robust security measures to keep Russia from derailing Ukraine’s NATO or EU aspirations. The skepticism kicks in with Trump’s mention of potential land swaps, which many fear could favor Moscow. This concern is amplified by Ukraine’s absence from Trump’s recent summit with Putin in Alaska-a move that raised eyebrows across the continent. UK Prime Minister Keir Starmer and Polish Prime Minister Donald Tusk support a ceasefire as a starting point but stress that negotiations must prioritize Ukraine’s interests. Spanish Prime Minister Pedro Sanchez summed up the sentiment: peace can’t be forced without Kyiv’s consent. With Trump pushing for a swift resolution, European leaders are frustrated by the rushed approach and worried about wavering U.S. support. They’re calling for Europe to take a stronger role in securing Ukraine’s future.

U.S. lawmakers are proposing a new constitutional amendment to prepare for a potential "mass casualty" event that could incapacitate a large number of House representatives, disrupting the function of the federal government.  The bipartisan group, including Reps. Derek Kilmer (D-Wash.), Brad Wenstrup (R-Ohio), William Timmons (R-S.C.), and Emanuel Cleaver (D-Mo.), aims to create a system for rapidly replacing House members should at least 100 seats become vacant, as might occur during a significant terror attack or other catastrophic event entry. Currently, House vacancies are filled by special elections, a process that can take months, which poses a challenge in times of crisis.
